I have served PSCA as a Police Communication Officer for 2 years and then quit the job.More than 7000 security and surveillance cameras were installed in the Lahore city plus all the emergency calls land at the main center PPIC3 and then are dispatched to the respective PS of respective division.Besides common practices in Police, PSCA is rather different in its norms and operations. The officers in operational branches make the largest uniform force and are designated as Police commination officers working in different departments. PSCAs structure is rather more professional and disciplined in its operations than usual Police force. The defined procedures and rules for officers and other staff makes a clean and peaceful working environment.Talking about the efficiency of PPIC3, some of the departments like emergency control and e-challan center are delivering the best they can do. The credibility and effectiveness is less in Operations and Monitoring center due to lack of solid working principles regarding the use and surveillance of installed cameras. Most of the time, officers are put to take snapshots of vehicles without number plates and the same kind of other meaningless tasks. The system is still not capable to track and locate any vehicle whos committed robbery crime within time or that vehicle is a stolen one. The robberies have even increased in the presence of road cameras and there is no such reliable structure for officers to reduce it just by surveillance. Moreover, PPIC3 has no written rules and regulations for its officers to make contact or facilitate city police which sometimes create an operational standby among both departments.Regarding officers performing duties as Police communication officers, there were promises made at the time of induction of first batch in 2016 to make their job permanent with a pay scale like other govt. departments, still there is no such fulfillment of promises and they are performing duties on contract bases which is renewable after every term.The pay scale is low, at my time of induction in 2018 it was 38500 with no monthly bonuses but there is an yearly 10% increase in basic pay. There is an yearly bonus based on performance which is also vulnerable to many kind of deductions. The most hard thing is the shift system where you can expose yourself to many health disorders, mainly sleep disorders. There is no routine check-up by any doctor for officers performing duties in front of wide displays for their eyesight, for officers working in emergency center often get in hearing problems. The major issue is the absence of officers in managerial departments which often brings a deadlock kind of situation in some matters. Rather, officers are provided with pick and drop facility for free.In a larger frame of consideration, PPIC3 is a hot spot for celebrities and In my opinion it is an absurd practice and it needs to be fixed. How would you satisfy yourself when you take it as an honor by having a selfi or photo with a visiting actor, singer or politician. These things never brings up the moral and spiritual height of anyone. We all are free and equal, no ones presence in my photo can bring me up or my absence in any group photo can let me down. Every visiting celebrity or personality is usually shocked by the huge displays displaying several cameras live footage, while entering in operations and monitoring center, regardless of the fact that this is just a fascination for visitors and it has nothing to do with security or surveillance. Also, officers are dragged in a number game, like most emergency calls taken by XYZ today, most camera observations taken by XYZ today etc. for merely a thousand rupee or more reward each month with a noise of clapping hands, which at the end reduces quality of work.Note: PSCA is a good and secure place for ladies officers.
